- 1). Cut out a 24-inch circle from poster board. Cut halfway into the circle with scissors.
- 2). Overlap the cut edges of the circle to form a cone, then staple the cone into place. Decorate the outside of the cone using markers, glitter glue and paint pens.
- 3). Cut a piece of elastic string to measure 6 inches long. Staple the ends of the piece of elastic across the opening of the cone birthday hat.
- 4). Repeat this process until you have as many birthday hats as you need.
