Answer: To give you a basic overview, laser is FDA approved for permanent hair reduction and uses pulsed light to disable the hair follicle. The best candidates are those with skin tones on the lighter side and dark hair, because the light targets the pigment (color in the hair). That is why it's not safe for people that have dark complexions because it will attack the melanin in the skin and can cause scarring and blistering with the majority of the lasers on the market.
