An Emir (aka Amir) is the equivalent of a prince, high military official, or a military commander of a province.
Under the Islamic dynasties of North Africa an Emir could either rule a province relatively independently of the Caliph or Sultan, such as during the Aghlabid and Tahirid dynasties, of be relatively limited in authority, with additional administrative officers assigned to 'aid' him, as under the 'Abbisids.
The title of Emir has continued in use in the modern era, for example, the first king of Libya, Mohammed Sayed Idris el-Senussi (aka Idris al-Sanusi), was initially the Emir of Cyrenaica.
