    • 1). Lay out all supplies in a clean, flat area. Unroll the spool 18 inches and lay flat.

    • 2). Mark the halfway point -- 9 inches from the edge. Place a ruler or dowel on top of the tulle 18 inches from the edge.

    • 3). Bring the roll of tulle over to the halfway mark and return to the ruler. Repeat this process a total of four times, or six times if you want a fuller bow.

    • 4). Roll the tulle out an additional 9 inches and cut. This will be the other tail of the bow.

    • 5). Place one pipe cleaner on top of the tulle layers so that it lies perpendicular to the two tails. Center the pipe cleaner. Squeeze the tulle layers toward the center of the pipe cleaner. Twist the cleaner in the back. Fluff the bow several times.

    • 6). Secure the bow to the bouquet with another pipe cleaner. Cover the pipe cleaner by wrapping the bouquet tails around and tying them securely. Trim the tails if necessary.
