The rotary blades rotate closely inside their various safety cages at speeds variable in two or three steps depending on the model you select. Since the blades rotate, this sort of electric shavers is known as rotary shavers. Some manufacturers suggest using their shavers on wet face, but this doesn't imply you will need to use that foam or lather again. Just soaking the face is enough to moisten the beard. Most other models are dry type.
