    • 1). Measure the windows with a measuring tape. Take measurements of just the glass portion if the blinds are an inside mount. Add an extra 2 inches to the width and height to account for seams. Figure out the measurements for outside mount blinds by measuring across the window for the width and add 2 inches for overlap so light does not seep in and add 2 inches for seams. Add no more than 6 inches to the height to account for the window's frame. Add 2 more inches to the height for seams.

    • 2). Cut the fabric and lining to the appropriate measurements with scissors. Place the fabric on a flat surface with the pattern side up. Lay the lining on top of the fabric with the pattern side down. Press down any creases with your fingers and line the edges up. Join the two pieces together at the edges with pins. Seal the bottom and side edges with a sewing machine, allowing 1 inch for the seams.

    • 3). Pull out the pins and flip the fabric so the pattern is facing out. Set the pieces on a flat surface and secure the edges with pins again. Make a line with a pencil across the blind, 2 inches from the raw edge. Divide the remaining area into equal 8 to 12 inch sections and allow for 4 to 6 inches at the bottom of the fabric.

    • 4). Construct the pockets that will house the wooden dowels. Cut pieces of lining 4 inches wide that are also as long as the blind is wide. You need the same number of pieces as the number of lines you drew in Step 3. With the pattern facing in, fold the width of the blind in half. Place pins in the edges and sew one of the lengths and leave a 1/2 inch hem from the raw edges.

Turn it with the fabric facing out and iron the creases out. Pin the folded part of the pockets to the pencil marks and make a 1/4 inch hem from fold. Place the pockets 1/2 inch from each side of the blind. Attach the pockets to the blind with thread, using the pencil lines as a guide. Sew the pockets to the blind along the pencil markings, 1/4 inch from the fold.

    • 5). Insert one wooden dowel in both pockets and hand-sew the ends shut. Hand sew plastic rings to the exterior of the pockets and to both sides of the blind. Space them 8 to 10 inches apart and 2 inches from edges.

    • 6). Lay fabric on the wooden batten and glue the hook-and-loop fabric fastener to the edge of the batten. Place the batten in the wall brackets. Hand screw the eyelets below the batten. Install an additional eyelet on the same side as the cord. Fold down 1 inch of the top edge of the blind between the fabric and the lining. Pin these edges together and sew near the top edge of the blind. Glue the blind and wooden batten together.

    • 7). Hand tie a nylon cord to each plastic ring on the bottom pocket. Insert the cords through the rings and the eyelets. Install the cleat on the wall on the same side as the cord by screwing it in with a flat screwdriver. Feed the cords through the brass acorn and tie a double knot.
