    The Base

    • Set the base of the flag holder first. Do this by digging a hole two feet deep and one foot wide. This will accommodate the PVC pipe and the cement that will hold it into place, and provide room for drainage below, which keeps the cement from cracking because it is below the ground's frost line. Place three inches of gravel at the bottom of the hole for drainage. Set a short three-foot section of PVC pipe in the hole with the end on the gravel and the other end sticking out of the ground.

      Have one person hold the pole while another person pours cement down around the pole, filling the hole to three inches from the top. Push down and level the cement with a shovel as you pour it into the hole so you gain the maximum stability from the cement. Fill the remaining space with the dirt originally taken out to make the hole; this hides the base and allows you to mow around it. Place a tent spike on either side of the pole and tie bungee cords around the pole so the ends meet at the spikes. This will hold the pole upright as the cement and ground settle over the next 24 to 48 hours

    The Pole

    • Use a 10-foot section of PVC pipe for the flag holder itself. Glue an endcap onto one end to make the top of the flag pole. Place holes in the pipe at one foot from the top, three feet from the bottom and two inches below the bottom hole, making sure you punch through both sides of the pipe. These will be used for the bolts to hold everything to the pole. Set an eyebolt at the top hole, and two J hooks at the bottom holes. Have the top hook facing up and the bottom hook facing down. These become the tie-downs for the rope. Use washers and nuts to secure these to the pole.

      Set a quick link to the eyebolt and a pulley to the quick link. This is what will let you raise and lower your flag. Wind rope through the pulley; make sure you have enough rope for two lengths going all the way down to the hooks below. Set up two snap bolt swivels to the front length; these are what the flag itself will connect to. Tie the rope together around the hooks below.

    Setting Up

    • Stand your PVC pipe flag holder up and put the open end over the base pipe. Mark a spot somewhere on the outer pole within one foot of the ground. Drill through both sides of both poles. Set a bolt through the holes. Attach a washer and nut to the other end tightly. This will hold the flag holder to the base.
